Advanced Investigations and Proactive Intelligence Methods

Topics covered will include but not be limited to the following: Proactive investigation methods, telephone exploitation techniques (to include obtaining records, analysis, mapping, deconfliction, and utilizing pens/pings), utilizing social media and IP addresses, LPR’s, wiretap basics, intelligence development and tracking, asset forfeiture/drug tax, investigating targets when you do not have an informant, and utilizing resources of agencies at the Federal and State levels. Case studies will be presented highlighting these techniques in practice.

Instructors:
Brian Fleming is in his 20th year with the State Bureau of Investigation where he was initially assigned to homicides and other violent crimes for the first portion of his career. He later began working wiretap investigations with the DEA Raleigh Task Force, while also focusing on other telephone-based cases. Fleming eventually became the state Wiretap Coordinator, and later joined a statewide drug unit as a supervisor.
Brian Simmons, a DEA Task Force Officer, has 17 years of law enforcement experience. He served with the Wake County Sheriff’s Office CAAT (fugitive) unit for 3 years, where he gained technical experience exploiting telephones and IP addresses. Simmons eventually joined the DEA Task Force where he is currently assigned.
