SGA President’s Report- Anthony Rossi

Board of Trustees Meeting

Anthony Rossi delivered information that was presented during the Board of Trustees meeting. During the Board of Trustees meeting the 2015-2017 State Budget was reviewed. Some important priorities in this budget are closing the salary gap, closing the interest gap, and closing the technology gap. They are asking the state to use money to invest back into the school through our instructors, our students, and our community.

Point of Information, David Lore: Is the salary gap something that affects just our campus?

Anthony Rossi explained that it does affect our campus, but also affects all community colleges across the state of North Carolina and will be requested on a statewide level. Senior Advisor Natasha Lipscomb further explained that this is a state initiative and that market research has been done concerning North Carolina community college faculty and staff pay rate compared to other states. This initiative concerns North Carolina in comparison to other states across the nation.

The Building and Grounds Committee reported during the Board of Trustees meeting that there are several renovations ongoing. The Navigation Station project on south campus is on track for completion by April 23, 2015. They apologized for inconveniences that the construction causes to students. The north campus renovation projects are on track to be completed by January 2016.

Anthony Rossi welcomed two new club senators to the meeting. Ja’Quan Crump from MISTER, and Kaylee Linthicum for Rotaract. He also stated that the Radiography Club will be traveling soon and wished them a safe trip.

Student Self-Serve and Mobile App

Joan Creeger, Director of Records and Registration and Barb Collins, System Analyst from ITS gave a quick presentation about the student self-serve and a demonstration of the new mobile app. The mobile app will be live on Friday, February 6, 2015. They hope to have student self-serve ready for use in time for registration for the summer semester.

Secretary/Treasurer Report- Angela Lore

Angela Lore gave an update on the Excellence in Teaching Award Committee progress. All instructors that were nominated and decided to accept have submitted their Phase One materials. This includes an essay on their teaching philosophy and a supporting essay. The committee will now evaluate the thirteen nominees’ materials to select the top five full time and the top five part time instructors. These evaluations will be complete by February 16 and candidates will be notified by February 19 of their status. Twenty percent of this phase is based on their submitted teaching philosophy. Another twenty percent is based on their supporting essay. Forty percent is based on their previous student evaluations, and the final twenty percent is based on their supervisor’s evaluation. Those that advance on to Phase Two will be evaluated further. They will submit a portfolio and letters of recommendations. They will also have a classroom teaching evaluation in which they will be videotaped during a class session. While Phase Two is in progress, student polling will take place from March 16-27. Students will be able to vote for teachers that they feel display excellence in teaching.

Title III Advising Committee

There is no new business to report for the Title III Advising Committee except that they are currently looking for more committee members.

Unfinished Business:

Academic Senators

We have not received any nominations for academic senators at this time.

Memorial Site/ Memorial Scholarship

All voting members were allowed to vote for either a memorial scholarship or a memorial site. For the memorial scholarship option, the SGA would be fundraising and donating $4500 towards a memorial scholarship in the amount of $1500 for three years. For the memorial site option, the SGA would be fundraising for approximately the same amount for the purpose of constructing a memorial site on the north and south campuses. These two campuses are the only two that RCCC owns. The memorial scholarship received 12 votes and the memorial site received 4 votes, therefore, the SGA will focus its efforts towards the memorial scholarship.

New Business:

Open officer position

There is one officer position, Parliamentarian, which is currently open in the Student Government Association. There is also one academic senator position still open. If you are interested in applying to be considered for either of these positions, please complete the Student Leadership Application which can be found on the RCCC website and submit it to either Natasha Lipscomb or Barb Meidl. Link to the Application from: https://www.rccc.edu/sga/wp-content/uploads/sites/56/2014/07/Student-Leadership-Application.pdf

Constitution Restructuring

Anthony clarified that the point of this constitution change is to help the class that is after us and leave the SGA in a better position than it was before us. Currently some of our clubs are suffering with low membership. This restructuring will address three goals. 1) To protect our students. 2) To cultivate and feed our clubs with more members. 3) To help students gain experience first before taking on SGA leadership roles.

Anthony Rossi opened the floor for recommendations and questions.

Vice President, Reagan Brown entered a motion that stated:

I, Reagan Brown, from SGA move that we collectively discuss possible recommendations that could implement revisions of the Constitution.

The motion was properly seconded by Tereysha Robles.

There was no discussion and it moved to a vote.

Senior Advisor Natasha Lipscomb asked Reagan Brown if the intent of her motion was to make revisions to the constitution in the section that relates to clubs and officers or to the entire constitution. Anthony Rossi clarified that the intent of this motion was to allow us to have a discussion to come together with possible ideas so that the executive board can work with the advisory board to decide what we would like to do. Then that information would be brought back to the SGA meeting for a vote again.

Point of information, David Lore- Would this discussion take place here or is the executive board going to discuss it and bring back their ideas? Anthony Rossi explained that since there were no recommendations, the motion was entered to allow the executive board to discuss the issue and bring recommendations back to the meeting.

Point of information, David Lore- What are we discussing? What is the issue that you are trying to change? I do not feel at the last meeting we were given information as to why this change needs to be made. He asked for the issue to be better defined. Anthony Rossi stated that the point of this change is to protect the students. Most of the club advisors are concerned because memberships are low and students are bouncing between clubs and overexerting themselves. This is to also help the next generation of students.

Point of information, Amber Blackwelder- I do not know if changing this constitution would help that though. Maybe clubs can change their individual club charter constitutions. The Radiography club made changes in their own constitution to allow individuals interested in the radiography club to become members and increase their membership. I feel that clubs should be addressing these issues.

Point of information, David Lore- The issue that you are trying to address as an SGA issue is actually a club issue.

Senior Advisor Natasha Lipscomb stated that the discussion was out of parliamentary procedure because we had not voted on the motion yet which allows discussion. She added that she was not sure about the validity of this motion.

Anthony Rossi entered a motion to postpone the motion indefinitely.

David Lore seconded the motion.

The motion passed and the original motion made by Reagan Brown was postponed indefinitely.

Anthony Rossi stated that at this time he will appoint a committee and that you will be receiving e-mails. If you are interested in being a part of the committee, e-mail him back.
