Elementary Education Residency Licensure

The College participates in the Cultivating Carolina Classrooms initiative and is recognized by the North Carolina Department of Public Instruction (NCDPI) as an approved Educator Preparation Program (EPP).

The Elementary Education Residency Licensure Program supports newly hired teachers through their residency licensure journey, offering individualized support and cohort collaboration. Participants receive mentorship from experienced faculty with extensive backgrounds in elementary education.

Upon completion, candidates are eligible for a licensure recommendation and certificate within 18 to 24 months.

Eligibility Requirements

To qualify for admission, applicants must meet the following criteria:

  • Be a U.S. citizen or eligible for employment.
  • Hold a bachelor’s degree with a minimum GPA of 2.7.
  • Have completed at least 24 semester hours of general education coursework.
  • Be currently employed by a North Carolina public school or public charter school.
  • Submit a signed Residency Licensure Form (RL Form) from the employing Public School Unit (PSU).

To remain eligible while enrolled:

  • Continue employment as the teacher of record in a DPI-approved Local Education Agency (LEA).
  • Earn a grade of C or higher in all residency courses.
  • Maintain a cumulative GPA of 2.7 or above.
  • Participate in course-based observations by the EPP Director or designated instructional coach.

Licensure Requirements

To qualify for a North Carolina teaching license, candidates must:

  • Complete 18 semester hours of required coursework
  • Meet North Carolina’s edTPA performance assessment benchmarks:

    • edTPA 13: Score of 34
    • edTPA 15: Score of 40
    • edTPA 18: Score of 48
  • Pass state-mandated licensure exams:

    • Pearson Test 190 – Foundations of Reading
    • Praxis 7813 – CKT Math Subtest
  • Set up a DPI Online Licensure System account and submit an application to NCDPI
  • The College will submit the V Form on behalf of the candidate

Maintaining the Plan of Study

The licensure plan remains valid as long as the candidate:

  • Stay employed as the teacher of record under a residency license in a DPI-approved North Carolina LEA.
  • Earns a grade of C or higher in each course and maintains a 2.7 GPA or above.

How to Apply

  • Apply using the Special Credit Student application.
  • Submit official transcripts from all colleges or universities attended
    • Any electronic transcripts must be sent directly from the institution to: transcripts@rccc.edu
    • Student-submitted emails and opened hard copies are not accepted
