Course Description: The purpose of this course is to provide Law Enforcement with extra techniques to enhance their de-escalation and rapport-building with the sovereign citizen. The course will focus on teaching strategies to peacefully resolve conflicts and encounters with individuals who identify as sovereign citizens. It covers communication skills and awareness of sovereign citizen ideologies to enhance officer safety and community relations. The history and details of violence against law enforcement perpetrated by sovereign citizens will be discussed, along with the belief of the Redemption Theory and the Strawman birth certificate. The knowledge of the crimes associated with this group will provide insight into their modus operandi (MO) and help give techniques to crisis negotiations to de-escalate violence. These techniques will also enhance crisis negotiation teams who may also encounter this group.

Instructor Bio: Timothy Quigley, Special Agent, FBI (retired), currently a Professor at Coastal Carolina University, has interviewed, investigated and prosecuted numerous individuals who violated such federal crimes as Money Laundering, Securities Fraud, Mortgage Fraud, Advanced Title III Drug Cases, and other federal violations. As a Hostage/Crisis Negotiator and certified instructor, Tim has organized and facilitated the FBI’s 40 Hour Crisis Negotiation Course, been involved in national and international kidnappings, and has deployed with the Horry County Crisis Negotiation Team and the Myrtle Beach Police Crisis Negotiation Team. Tim’s education includes a B.S. in Accounting, a M.S. in Forensic Accounting, and a Ph.D. in Forensic Psychology.
