 This 8-hour course is designed to provide law enforcement first responders, CIT officers, school resource officers, mental health professionals in support of law enforcement activities and tactical operators, a behavioral composite of school shooters in the United States – sometimes referred to as the ‘Rampage School Shooter’ or ‘Classroom Avenger’

The presentation will begin with a historical review of school shooters in the United States, along with perspective on what each of those incidents have in common from an operational and behavioral standpoint. We will also discuss the psychological and sociological aspects of the “Classroom Avenger” with special emphasis on mental health factors, communication, and de-escalation techniques.

A close look at Dr. Peter Langman’s Rampage School Shooter: A Typology, reveals the pathology of school shooters. This perspective aids in developing a communication strategy.

This course is not an ‘active assailant’ course, nor is it intended to suggest that communication is an acceptable alternative to an active assailant situation. This course is designed to give responders and others in a position to intervene a broader understanding of the pre-incident behavioral indicators, subject motivation, dynamics of the incident and practical guidelines for mitigation.

Instructor Bio:  

Dan Frei – Madison, WI Police Department

Dan is currently a patrol officer with the Madison (WI) Police Department. He began his career in 1993 as a Deputy Sheriff with the Dane County Sheriff’s Office where he spent most of his time as a booking Deputy in a 700+ inmate jail. He moved on to MPD in 1996. Dan is a field training officer, a member of the Honor Guard, and has served on the Special Events Team. As President of the officers’ union, he was a member of the Chief’s management team for over 10 years where he was involved in policy development as well as other facets of departmental decision making. He helped create MPD’s officer involved critical incident after-care policy. He has received numerous commendations, 4 lifesaving awards, and 2 outstanding service awards, one of which was for his role in locating and rescuing a woman whose boyfriend had kidnapped and intended to kill her.

Dan was selected for the MPD SWAT Crisis Negotiation Team on September 11, 2001, and has served in all roles on the team. He helped develop and has filled the role of intelligence lead on the team for the last 10 or more years. He functions as an assistant team lead as well as the lead trainer for his team. Dan has developed and taught as the primary instructor, courses on patrol level and basic negotiations at MPD Department wide in service training. He provides initial training to all newly selected MPD negotiators and has trained MPD SWAT tactical team members and MPD patrol Sergeants in aspects of negotiation and working with negotiators. Dan was asked along with members of his team, to present a case study at the Wisconsin Crisis Negotiators conference. He also regularly helps teach a variety of topics at the MPD recruit academy including officer-involved critical incidents.  As a patrol officer and member of MPD CNT he has responded to hundreds of critical incidents.

Dan has a Bachelor of Science in Psychology from the University of Wisconsin-Madison and a Master of Science degree from Florida International University in Psychology.  For his master’s thesis (An Empirical Examination of Expert Hostage Negotiator’s Decision-Making Processes) he worked with Miami area hostage negotiators. His thesis was presented as a poster at the American Psychological Association conference.

Dan joined CSM in July 2021 and continues to leverage his expertise in intelligence management, school-based crisis negotiation and CNT leadership as he travels throughout the United States.
